The current CIPC page directs a customer first to the bank, finance company or MFS provider, then its complaint cell, and finally CIPC when unresolved or unsatisfactory. It lists hotline 16236, email, online and written routes. Final escalation may require a detailed description, contact information, the provider's final response and supporting records.
The page also excludes anonymous complaints, unauthorised third-party submissions, sub judice matters, missing contact details and issues outside Bangladesh Bank's purview. Do not assume a personal offshore casino balance is within that remit. Explain the provider's own transaction handling, unauthorised access or complaint conduct precisely.
The Online GD portal says people can notify police about lost-and-found property and other complaints, after which the relevant station acts according to complaint type. It says a GD-appropriate matter may receive a digital GD copy, while a case-worthy cognisable matter may require attendance at the station with the printed complaint or code. Registration information includes an identity number, active mobile and live photograph.
The route does not guarantee a refund, prosecution or conviction. Provide chronology, location, people, communications, transaction and loss facts, and leave the legal classification to the authority. Use the official emergency route for immediate threats. Never publish the identity fields used in a police submission.
The CIRT report form asks whether the reporter is an individual or organisation, contact and location, affected domain or IP, an evidence archive, incident type and date, affected asset, discovery, attack vector, whether the incident continues, impact and steps already taken. Those fields fit malware, phishing, credential compromise and malicious infrastructure. A casino-service complaint alone is not necessarily a cyber incident.
A CIRT submission is not a police complaint. One incident may need cyber containment and a criminal report, but prepare route-specific attachments. Never send an executable to an ordinary contact form; package technical evidence only according to authority instructions.
DNCRP provides a government consumer route, but that does not prove it will accept jurisdiction over an offshore or prohibited service. Present trader identity, facts and the remedy sought, and ask about remit. Before seeking an operator response, verify that the address belongs to the exact entity. A non-response is not guilt.

Transaction trace, account freeze, written explanation, data deletion, technical takedown and criminal investigation are different remedies. Putting every demand into one form can obscure the competent team. State the primary request first and number related requests separately.
When an authority refers the matter to another desk, record the referral date and new reference. Referral is neither rejection nor acceptance. Keep the status pending until a final response is received.
List five to ten dated events: initial contact, transfer, account change, complaint, provider response and current loss. Put an attachment reference beside each event and move long chat exports to an appendix so primary facts remain visible.
Use unknown for unresolved information. Do not infer another person's motive, criminal intent or legal guilt; leave classification to the competent authority. Date each chronology revision so old and new statements are not confused.
Submitted, automatically acknowledged, accepted, information requested, referred, closed and remedied are distinct events. A reference number does not prove the allegation, and closure does not necessarily mean recovery. Preserve qualifications when paraphrasing an authority response. A concise follow-up should give the reference, previous date and outstanding request. Version the attachment index when adding evidence. For a public update, redact contact details, recipient accounts and investigator information. While no outcome exists, write no response as of a date rather than inferring refusal or motive.
