Viewing an offshore website from Bangladesh, registering, transferring money, publishing an advertisement, sharing a referral, collecting payments and controlling the platform are different acts. Do not assume that one provision applies to every actor in the same way. Identify the person or entity, conduct, date, exact domain and transaction before looking for the law in force at that time.

The Legislative and Parliamentary Affairs Division's 2026 register and Bangladesh Government Press Gazette record identify the Gambling Prevention Act 2026 as Act No. 98 of 2026. It was published and commenced on 1 July 2026, repealing the Public Gambling Act 1867. The official implementation summary describes online and remote gambling, sports and casino betting, digital gambling platforms, VPN, proxy and mirror use, account operation, deposits, withdrawals, transfers, promotion, sponsorship, affiliate marketing and referral conduct within the new framework.
The Cyber Security (Amendment) Act 2026 is Act No. 99 of the same date and removes section 20 from the Cyber Security Act 2026. It would therefore be wrong to present the old Cyber Security Ordinance 2025 or deleted cyber-law section 20 as the current post-1 July basis for online-gambling status. Conduct, charges or proceedings before that date require separate analysis of event dates and any transition or savings provisions.

A genuine foreign licence may cover a named licensee, product, domain, customer territory and validity period. A number alone is incomplete when the approved domain, trading name or status does not match. A casino help page or certificate image is not primary proof; use the regulator's official register and retain the access date. Quote an expiry, suspension or restriction only with the authority's wording and effective date.
Bangladesh Bank's payment-systems page lists MFS services including bKash, Nagad and Rocket and identifies related entities. It does not approve a casino merchant, wallet recipient or gambling transaction. Regulation of the payment provider and legality of the underlying purchase are distinct propositions, so a payment logo cannot pass the legal-status gate.
Give a lawyer or authority dated facts rather than a vague brand story.
Start a bank, finance-company or MFS service complaint with the provider's own channel. Regulator escalation may apply only to a narrow question about supervised-provider handling; it is not a casino-balance recovery or legalisation route. Preserve the provider reference, transaction ID, amount, time and written response, then check the exact eligibility on the relevant payment-entity page.
Online GD or a police route may be relevant to facts involving suspected fraud, threats or identity misuse. The Online GD portal says attendance at a police station may be required when a complaint is suitable for a criminal case. Tailor each request to the authority's remit instead of sending one undifferentiated narrative everywhere.

Avoid asking whether a brand is simply safe or illegal. Ask which instrument applied on the event date, how the actor's role may be classified, whether a foreign licence has local relevance, whether promotion and payment facilitation differ, and which official remedy is available. Record the assumptions, documents reviewed, jurisdiction and advice date. Do not upload privileged personal advice as public evidence. Use an authorised summary and independently citable authority records for publication. When law changes, retain the older opinion as dated historical material rather than presenting it as current status.
